Department of Women, Youth, and Persons with Disabilities Position: Director: Security and Work Environment Management

Salary: R1,216,824 per annum (Level 13), fully inclusive remuneration package

Job Requirements:
The ideal candidate must have a Grade 12 certificate and an appropriate Bachelor’s degree (NQF Level 7) in Security Administration, Management, or Policing, as recognized by SAQA. Applicants must also have successfully completed the National School of Government’s SMS Pre-Entry Programme before appointment. Registration with PSIRA will be advantageous.
The position requires at least 5 years of experience at a middle or senior managerial level, as well as comprehensive knowledge of the legislative framework related to security. This includes expertise in the Minimum Information Security Standards (MISS), the Public Finance Management Act (PFMA), the Public Service Act and Regulations, the Employment Equity Act, and departmental policies and protocols. The candidate must also possess in-depth understanding of security management, the National Strategic Intelligence Act of 1994 (as amended), Occupational Health and Safety (OHS) Regulations, SHERQ, and the department’s strategic objectives.
Key Responsibilities:
As the Director of Security and Work Environment Management, the successful candidate will be tasked with a range of duties, including but not limited to:
- Office Management and Facilities:
- Oversee the leasing, allocation, maintenance, and refurbishment of departmental offices.
- Ensure the proper documentation and management of lease contracts.
- Collaborate with the Department of Public Works and Infrastructure and other service providers regarding facilities management.
- Plan and manage office allocation and inter-office movement.
- Respond to emergency situations and system failures, ensuring minimal disruption.
- Health and Safety Compliance:
- Ensure compliance with environmental health and safety standards.
- Organize and conduct health and safety awareness campaigns.
- Implement annual evacuation drills and ensure readiness for emergency situations.
- Develop, update, and implement health and safety policies and procedures.
- Allocate safety equipment and protective clothing to officers and staff.
- Appoint and train OHS Committee members in line with the Occupational Health and Safety Act (1993).
- Develop and implement contingency plans for evacuation and emergency response.
- Physical and Information Security:
- Oversee the provision of physical security within the department, including access control and security screenings.
- Ensure the implementation of the Minimum Information Security Standards (MISS).
- Implement effective protection measures for sensitive information.
- Coordinate security screening and vetting of personnel, contractors, and consultants.
- Engage with SAPS and the State Security Agency for security appraisals.
- Ensure the application of Technical Surveillance Counter Measures (TSCM) in relevant offices.
- Service Management and Coordination:
- Manage the Service Level Agreement (SLA) with the department’s security service provider.
- Oversee waste disposal, cleaning, parking, and fleet management within the department.
- Coordinate the security cluster for departmental events, ensuring that all security protocols are followed.
- Work with SAPS and the State Security Agency (SSA) to facilitate event categorization, security screenings, and provider accreditation.
- Ensure that the department appoints a qualified Health Inspector for departmental events to ensure safety compliance.
